What this site does
We write seawall guides for people who own property on the water in Panama City Beach, Bay County and the Gulf County coast. Each guide answers the questions owners ask first: what is wrong, what it may cost, which permits apply and who to call.
When you are ready, send us what your seawall or bulkhead needs. We read the request and pass it to a local marine contractor, who may call or text you about the work. Asking costs nothing, and you decide whether to hire anyone.
- Start with the homeowner guides.
- Use the project planner to describe your wall.
- Check a contractor with the verification guide.
What the guides are built on
The guides rely on public records: county codes, state rules, NOAA tide stations, FEMA flood data and public bid results. A few examples:
- Which building office handles a parcel, based on its Bay County tax district. Panama City Beach building department directory
- How high storm water has reached at the Panama City Beach pier, from Opal to Isaias. NOAA Panama City Beach pier top ten
- What a public seawall job drew in bids, such as Bay County's 2026 Ira Hutchinson Park wall. Bay County ITB 26-55

Where the guides focus
Coverage follows the shoreline: Gulf-front Panama City Beach, Grand Lagoon and the St. Andrew Bay system, Panama City, Lynn Haven, Mexico Beach and the Gulf County coast from St. Joe Beach to Indian Pass. The St. Andrew Bay estuary alone has five segments and about 59,600 acres of water. NWFWMD SWIM plan
