Why the dock and the seawall are one project
A dock often bolts to the cap, and its pilings sit near the toe. A lift adds heavy, shifting loads every time a boat goes up.
- Driving piles close to an old wall can crack panels or disturb the toe.
- A lift mounted on the cap loads it in ways it may not have been designed for.
- Replacing the wall later may mean taking the dock apart first.
Check the wall before you build in front of it. If the seawall has less life left than the new dock, fix the wall first. A seawall assessment answers that question.
Does a private dock need a state permit?
It depends on size, location and seagrass. Florida offers three main paths for a single-family dock.
| Path | Size and conditions | DEP fee |
|---|---|---|
Exempt | A pile-supported dock up to 1,000 sq ft, or 500 sq ft in an Outstanding Florida Water, and the only exempt dock within 65 feet of shoreline s. 403.813(1)(b) | $100 to verify the exemption Rule 62-4.050 |
General permit | Up to 2,000 sq ft with up to two lifts, in water at least 2 feet deep at mean low water, with lifts and platforms kept off seagrass Rule 62-330.427 | $250 |
Individual permit | Larger or more complex docks | $420 for most small projects |
Two reviews sit outside those paths. A minimum-size private dock needs a written Letter of Consent where the bottom is state-owned submerged land, and federal authorization is a separate question for the Corps. Rule 18-21.005 USACE guidance
Docks inside St. Andrews or St. Joseph Bay aquatic preserves
Preserve rules are tighter. St. Andrews Aquatic Preserve takes in the bay entrance south of Panama City and east of Panama City Beach. St. Andrews Aquatic Preserve St. Joseph Bay’s preserve covers the lagoon between Cape San Blas and the tip of St. Joseph Peninsula. St. Joseph Bay Aquatic Preserve
- Width: the main access dock may be no wider than 4 feet. Rule 18-20.004(5)
- Reach: out to -4 feet at mean low water, and no more than 25 feet from a bulkhead that already has that depth.
- Platform: a terminal platform of up to 160 square feet.
- Height: at least 5 feet above mean high water in Resource Protection Areas 1 and 2. Rule 18-20.004(5)(a)5
Grand Lagoon owners should check the map first, because artificial canals are outside the St. Andrews preserve. St. Andrews AP boundary
Rebuilding a dock after Hurricane Isaias
Preserve rules have a storm trigger. Older docks built under earlier rules may be maintained, but if more than half of a nonconforming dock is destroyed, the whole dock must meet current rules. Rule 18-20.004(5)(a)6
- Flood insurance: the standard NFIP dwelling policy excludes docks. NFIP Dwelling Form
- FEMA home repair aid: it covers a private dock only when the dock is the sole access to a primary home. FEMA IAPPG
- The Isaias declaration: DR-4955, declared October 27, 2026, includes FEMA household aid for Bay and Gulf counties, with applications due by December 26, 2026. The sole-access rule above still decides whether a dock counts. OpenFEMA DR-4955
Document before you rebuild. Photograph and measure the damaged dock, and ask DEP how it will count the damage before you order materials.
Local dock rules: Panama City, Panama City Beach and Bay County
| Jurisdiction | Key rules |
|---|---|
City of Panama City | A $100 development order application, filed online with a sealed survey and site plan. Panama City dock guide Up to two slips per lot and a walkway no wider than 5 feet. A dock may reach out to 4 feet of water depth at mean low water, or 25 feet, but never more than 20% of the waterbody’s width. Panama City dock standards |
City of Panama City Beach | The code’s dock standards section is reserved, and docks on pilings are a permitted use in most zones. Panama City Beach LDC 5.02.06 Inside the Navy’s water interface area, dock applications get a compatibility review. Panama City Beach LDC 7.02.06 |
Unincorporated Bay County | In the R-1 zone, docks may stand in front of the house, and on a vacant lot if the dock is exempt or gets a DEP Noticed General Permit. Bay County LDR, R-1 zone Dock work needs a building permit. Bay County permits page |
Ask the city or county which rules apply before anyone draws the dock. The permit guide lists the offices.
Seagrass decides where the dock can go
Seagrass is the main limit on bay-side docks. Mapping from 2010 found about 12,200 acres in the St. Andrew Bay system and about 7,200 acres in St. Joseph Bay. NWFWMD SWIM plan
Pilings displace grass in their footprint and decking can shade it, an impact St. Joseph Bay’s preserve plan calls commonly overlooked. St. Joseph Bay AP plan Under the state general permit, a walkway crossing seagrass must stand at least 5 feet above mean high water. Rule 62-330.427
- Ask for a seagrass survey before the dock is designed.
- Route the walkway around grass beds where you can.
- Keep the lift and mooring area over bare bottom.
What do docks cost here? Permit records as a guide
Declared values on local permits give a rough sense of scale. Mexico Beach listed residential dock and boat house permits at $18,000 and $50,000 in August 2025, and $60,000 for a Canal Parkway slip in October 2026. Mexico Beach report, Aug. 8, 2025 Mexico Beach report, Aug. 29, 2025 Mexico Beach report, Oct. 23, 2026
Those are declared values, and the reports do not describe the scope. Public bids show how far prices can spread: Panama City’s first 50 marina slips drew 14 bids from about $2.9 million to $5.5 million in June 2026. Panama City bid tabulation PC26-021
Use the cost guide to price your own dock and lift.
Questions to ask before you sign a dock contract
- Will someone watch the seawall for cracks or movement while piles are driven?
- Will the lift stand on its own piles or bolt to the cap?
- Does your license cover dock work? Florida has a separate marine dock work specialty. Rule 61G4-15.100
- Do you carry Longshore and Harbor Workers’ coverage for crews working over water? Rule 61G4-15.100(4)
- Who files the DEP, Corps and local applications, and who pays those fees?
- Is the lift’s electrical work included and permitted?
Related: cap repair if the lift sits on the wall, and marina bulkhead repair for larger facilities.
Dock rules that change by area
Local dock limits can decide the seawall layout. Check yours before drawings start.
- Callaway & Parker on East Bay: Parker sends every dock to a City Council vote, and the owner or contractor attends. Parker dock form
- Grand Lagoon, Thomas Drive & Bay Point: docks inside the Navy's water-interface area get an extra Planning and Zoning review. LDR Section 1003.9
- Mexico Beach: no more than two 12-foot-wide covered boat slips per single-family lot. LDC sec. 4.03.04(B)
- Downtown Panama City, Massalina & Watson Bayous: at a small Watson Bayou marina, slips ran about 6 feet past the riparian line (the property line in the water). The state wanted a recorded easement before the lease could pass to new owners. Riparian easement agenda item
