Lynn Haven seawall permits and North Bay shoreline planning
A Lynn Haven seawall permit waits on DEP, because the city bases its approval on the state permit or exemption. Before that, confirm the lot is really in the city: Goose Bayou Road has Lynn Haven mail but county permits.

Lynn Haven sits on North Bay among Lynn Haven, Anderson, Goose and Mill bayous. NOAA's Coast Pilot gives North Bay a controlling depth of 12 feet up to the Lynn Haven bridge, then only 4.5 feet to Deer Point Dam. Oyster bars sit mid-bay. City limits stop short of some bayou roads, so Goose Bayou Road and Mill Bayou Road addresses are county land despite the 32444 ZIP.

What Lynn Haven charges for shoreline work
The city's fee schedule, reprinted in a May 12, 2026 commission packet, prices most shoreline work by the foot. Repairs pay half the fee. Appendix A fee schedule
- Seawall or retaining wall: $1.00 per linear foot, $50 minimum.
- Riprap (loose rock armor at the shore): $0.50 per linear foot, $50 minimum.
- Dock or boardwalk: $0.50 per square foot, $50 minimum.
- Boathouse, boat lift or pilings: $50.
So a new 120-foot seawall pays $120 to the city, and a repair of the same wall pays $60. DEP bills separately: $100 to verify an exemption or $250 to verify a general permit. Rule 62-4.050
Paperwork the city reads closely
Lynn Haven wants sealed engineered drawings and a signed and sealed survey with NAVD elevations (the national vertical datum), the flood zone and setbacks. The survey cannot predate October 4, 2002. Seawall checklist
The contractor's file gets the same attention. Permit packet credentials
- State-certified contractors file their license, Sunbiz record, insurance certificates naming the city, a business tax receipt and a notarized letter naming who may pull permits.
- Locally registered contractors also post a $5,000 bond to the city and hold both a Bay County and a Lynn Haven competency card.
A storm-chasing crew without those papers cannot pull a Lynn Haven permit. Run the contractor check before you sign.

What could the work cost?
City permit fees in Lynn Haven are small: $1.00 per foot of new seawall and half that for a repair. Spend your questions on the engineering, the survey and the DEP step, and ask whether the work comes by barge or by land on shallow North Bay.
No public record found in Bay or Gulf County shows what a private homeowner paid per foot for a seawall. This guide shows real public bids, FEMA worksheets and fee schedules instead, each with its year, place and scope.
