01 · Property overview

Which permit office handles each property?

Sort your list by tax district before anything else. A Panama City Beach reference sheet maps Bay County tax districts to building offices:

02 · Each property’s needs

What can a manager approve for the owner?

Write the limits down before work starts: the owner's spending cap, who signs permit papers and who meets the inspector.

For associations, Florida's manager rules add steps. A license is needed for paid management of associations with more than 10 units or budgets over $100,000. If the manager or firm has an interest in a vendor bidding over $2,500, the association must get multiple bids and approve by two-thirds of directors present. Ch. 468 Part VIII, F.S.

When a repair grows past the approved limit, pause and get the owner's decision in writing.

03 · Records & approvals

Which records should stay with each property?

Keep one folder per address: permits, reports, photos, invoices and warranties. Add the elevation certificate. Bay County posts certificates on file from 2007 onward on an online map. Bay County elevation certificates

Inside Panama City Beach, the city keeps finished-construction elevation certificates for a listed set of properties, and owners can request them by email. Panama City Beach elevation certificates

Describe ongoing review needs

Keep the next review in view.

Ask about a maintenance plan to keep records up to date and arrange a sensible schedule for future checks.

Common questions

Can I send several properties in one request?

Yes. List each address and its priority. Each site still needs its own access plan and owner approval.

Can one report cover the whole portfolio?

Ask for findings by address and wall section. A single summary can hide the property that needs action.

How should tenant access work?

Follow the owner's notice process. Give the specialist one confirmed contact and a list of off-limits areas.

Who approves a surprise repair?

The owner, unless your agreement says otherwise. Record the limit and get written approval for anything above it.

Should every wall be checked on the same schedule?

Ask the specialist to set timing by condition and exposure. A Gulf-front wall and a canal wall age differently.

What makes a storm check useful?

Dated photos from the same safe spots, a note of what changed and a named next step.

Gulf County properties follow a different calendar

Gulf County runs a four-day week. The Building Department is open Monday through Thursday, 7:00 a.m. to 5:30 p.m. Eastern, at (850) 229-8944 ext. 1. Gulf County Building Department The Bay County Property Appraiser lists its hours in Central time. Bay County Property Appraiser

Projects that go to Gulf County's Planning and Development Review Board take longer. It usually meets the third Monday, and applications are due before the 15th, about five weeks ahead. Storms hit the bay and the Gulf front differently

Do not rank properties by distance from the beach alone. Michael set the record at the Panama City bay gauge, about 5.3 feet above MHHW. NOAA Panama City top ten At the Gulf pier, Michael reached about 3.9 feet, while Opal and Isaias ranked higher. NOAA Panama City Beach pier top ten

  • Use the same photo spots at every property.
  • Record safe access, new holes, lean and drainage changes.
  • Send new structural concerns right away, not at the next report cycle.

Report what needs an owner's decision

Owners should spot the properties that need action without reading every report. Keep a short exception list:

  • New observation: what changed, where and when.
  • Open question: the investigation or document still needed.
  • Decision needed: access, assessment scope or repair approval.
  • Vendor status: state license checked and local registration confirmed.

That last line matters here. Bay County and Panama City Beach both require state-licensed contractors to register locally before pulling permits. Bay County contractor registration Panama City Beach contractor registration See how to verify a contractor.
