New and replacement walls

Seawall replacement.
Plan the permits before the price.

By Panama City Beach SeawallUpdated

Seawall replacement in Panama City Beach is a permit project as much as a construction job. Settle the jurisdiction, the wall line and the design before you compare bids.

When is replacing the seawall the right call?

Replacement makes sense when several parts fail at once. Spot repairs rarely pay off on a wall with failed anchors, broken panels and ongoing soil loss together.

  • Cracks and spalling along much of the cap and face.
  • A long stretch leaning out, not one spot.
  • Sinkholes that keep returning after earlier repairs.
  • An old timber bulkhead with rotted piles or boards.
  • Storm damage that reaches the toe and the anchors.

Get a written assessment first, then weigh the options in the repair-or-replace guide.

Which permits does a replacement seawall need here?

Expect a local building permit plus state and federal reviews. The local office depends on the parcel’s tax district.

Where can the new wall go?

Building on the old line is simplest. Florida’s seawall restoration exemption covers work at the previous location, farther inland, or up to 18 inches farther out. Seawall restoration exemption

Moving farther out adds steps. A Letter of Consent for state submerged land covers new or replacement seawalls that reach no more than 3 feet out past the mean high water line. Rule 18-21.005

Aquatic preserves are stricter. Inside the St. Andrews or St. Joseph Bay preserve, no seawall may be built out past the mean or ordinary high water line. Rule 18-20.004(1)(c) Restoring a wall within one foot of its old spot needs no consent-of-use application. Rule 18-20.004(1)(e)7

  • Grand Lagoon canals: artificial canals are excluded from the St. Andrews preserve. St. Andrews AP boundary
  • Keeping a wall in place: Bay County’s 30-foot shoreline setback does not apply where seawalls or bulkheads exist. Bay County LDR 1904(4) Ask how removing the wall would affect setbacks before you choose a different edge.

Replacing a wall in Gulf County or Port St. Joe

Gulf County treats vertical walls very differently from Bay County. Its comprehensive plan prohibits new vertical seawalls in coastal areas, except for bridges, ports and commercial or industrial water-dependent uses. Gulf County Policy 1.4.5

The policy does not say how it treats repair or replacement of an existing wall. Gulf County Coastal Management Element Ask Gulf County Planning before you design a like-for-like replacement.

  • Port St. Joe: the first 50 feet inland from St. Joseph Bay’s mean high water line is a shoreline protection zone. Port St. Joe LDR 4.08
  • After a storm: the city treats seawall repair as long-term redevelopment that needs permits, and withholds final approval until state and federal permits are issued. Port St. Joe Coastal Element

The Port St. Joe and Cape San Blas guides cover local details.

Vinyl, steel, timber or rock: choosing the wall

The wall type should come from the engineer’s design, not a brochure. Federal coastal design guidance treats seawalls, bulkheads and revetments as site-specific structures. USACE EM 1110-2-1614 Bay County’s code even defines them apart: a bulkhead is a retaining wall with fill behind it, and a seawall acts as a breakwater. Bay County LDR definitions

What does seawall replacement cost? Public bids as a guide

Public bids are the clearest local price evidence. Use them for scale, not as a quote for your lot.

  • Bay County, September 2026: the Ira Hutchinson Park job, about 630 feet of new vinyl wall on a freshwater lake. It drew 17 bids on the same plans, from $174,350 to about $998,000. Bay County ITB 26-55 bids The county budgeted $500,000 for the seawall portion. ITB 26-55 scope
  • Panama City, 2024 to 2026: the 2,644-foot steel bulkhead at St. Andrews Marina went from about $7.9 million in the 2024 budget to about $9.9 million in 2026 contractor costs, roughly $3,000 to $3,700 per foot of heavy commercial wall. St. Andrews Marina pricing table
  • Why estimates climb: the city said its marina estimate rose once full plans existed and steel, concrete and labor prices went up. Panama City memo, Feb. 2026

Permit fees are small by comparison. Bay County’s 2026 tiers charge $75 plus $5 per $1,000 of value between $10,000 and $75,000, so a $60,000 job pays about $325 before plan review and surcharges. Bay County 2026 fee tiers On the Gulf front, DEP’s CCCL armoring fee starts at $3,000 for the first 100 feet. Rule 62B-33.0085

Build your own number with the cost guide and its budget planner.

Design for the water this coast actually gets

Here, surge sets the design problem more than tide. The Panama City Beach pier’s normal daily range is only about 1.4 feet, yet Opal in 1995 pushed that gauge to 7.1 feet above mean higher high water. NOAA datums, Panama City Beach pier NOAA Panama City Beach pier top ten

The water is also rising. NOAA’s Panama City gauge shows a trend of about 1.2 inches per decade since 1973, roughly a foot per century. NOAA sea level trend, Panama City

  • Panama City Beach V and Coastal A zones: a seawall needs a design professional’s analysis showing it will not divert floodwater or reflect waves onto neighboring buildings. Panama City Beach LDC 3.02.16G
  • Gulf-front armoring under DEP’s July 2026 rule: a minimum 30-year design life, a design storm of at least a 15-year return interval and 30 years of sea level rise. Rule 62B-33.0051, July 2026

Ask the designer for three numbers: the cap elevation in NAVD88, the storm water level the wall is built for, and the sea level rise allowance. The height guide explains each one.

Questions to ask before you sign a replacement contract

  • Does your license cover the whole scope? A narrow marine specialty license may not cover a replacement with cap, tiebacks and backfill. Rule 61G4-15.100 subcategories
  • Can you show workers’ compensation that includes Longshore and Harbor Workers’ coverage? Rule 61G4-15.100(4)
  • Will the old wall be pulled out, cut down or left in place behind the new one?
  • How long will you hold this price? Mexico Beach’s jetty contractor could hold prices only 90 days. Mexico Beach weekly report, Apr. 2026
  • If the deposit is over 10%, will you apply for permits within 30 days, as Florida law expects? s. 489.126
  • Does the contract carry the Construction Lien Law notice required on home contracts over $2,500? s. 713.015

Verify the license with the contractor check guide. Owners replacing walls side by side can coordinate through the neighbor project guide.
