Seawall Concerns for Home Inspectors in Panama City Beach

Florida's inspection standards let you leave the seawall out of scope, but your client still needs to know what you saw and who should look next.

01 · What you inspect

Do Florida home inspectors have to inspect the seawall?

No. Florida's home inspection standards say the inspector is not required to inspect seawalls, break-walls, boat lifts or docks. They also exclude erosion control and opinions on whether a structural system is adequate. Rule 61-30, F.A.C.

The same rules require the report to list items that were present but not inspected, with a reason. So a waterfront report should still name the seawall or bulkhead, say whether you looked at it, and say why not if you did not.

Leaving the wall out of scope is allowed. Leaving it out of the report is not.

02 · Useful observations

How do I record what I saw at the wall?

Write the time beside every waterfront photo. NOAA classifies its Panama City station as diurnal, meaning one high and one low tide on a typical day. NOAA station 8729108 The normal spread from the lowest to the highest daily water is only about 1.3 feet there. NOAA Panama City datums

Even a small tide can hide the lower wall and the toe (the base of the wall at the bottom). Note what was underwater, and tie each observation to a fixed landmark:

  • Cracks, gaps or rust stains in the cap (the concrete beam along the top).
  • Holes, dips or soft ground behind the wall.
  • Lean, or a change in line between panels.
  • Missing or blocked weep holes (small drains through the wall).

Describe what you see. The cause is for the specialist to confirm.

Who should look at the wall next?

Match the next person to the open question. Since 2024, Florida has a state-certified marine specialty contractor category that covers seawalls, bulkheads, docks and pile driving. Rule 61G4-15.100, F.A.C.

When the question is structural, suggest an engineer. Florida does not license engineers by discipline, so ask about coastal work and check the license through the state board's lookup. FBPE license lookup

One more limit: a licensed home inspector may not repair a home they inspected. s. 468.8319, F.S. Point your client to a seawall assessment and the contractor check guide.

Check your inspection standard.

The ASHI Standard of Practice does not require seawall, break-wall or dock inspection in its minimum exterior scope; additional services may be agreed. Check the standard and scope named in your agreement.

What to ask for in a seawall condition report

Confirm the type of assessment and written report with the professional you choose, including the scope and delivery date. Ask for dated photos, findings, recommended repairs and a list of areas that could not be inspected.

Ask whether the assessment covers the wall panels, concrete cap, joints, supports and ground behind the wall. Buried anchors and underwater areas may need extra investigation. If you need a repair budget or an estimate of remaining life, discuss that before the visit.

Request report pricing. Confirm the scope, price and availability directly with the professional before relying on a visit or report date.

See the InterNACHI waterfront inspection standard for examples of what a visual inspection covers.

Check the right wall measurement.

Common questions

Should I name a cause for a crack in the cap?

Describe the crack, where it is and how big it is. Leave the cause to the specialist, who can look behind and below the wall.

What if the water side cannot be seen from land?

Say so in the report. Submerged and hidden parts stay unassessed until someone can reach them safely.

Can I add a seawall inspection as an extra service?

Florida's standards allow added services agreed in writing. Make sure your training and insurance fit the work before you offer it. Rule 61-30.801, F.A.C.

Does the wind mitigation form ask about the seawall?

No. The current form has nine questions and none cover seawalls. The four-point inspection insurers ask for covers roof, electrical, plumbing and HVAC. OIR-B1-1802 and four-point scope

Can I share my photos with a seawall specialist?

Ask your client first. Send only what the specialist needs for that property.

What if the ground behind the wall looks ready to give way?

Keep people away from the edge and tell your client right away. If there is immediate danger, call 911.

Gulf pier or bay gauge? Note which one

One storm can hit the two sides very differently. In Hurricane Isaias in October 2026, the Panama City Beach pier gauge peaked at about 5.6 feet above MHHW (mean higher high water). Panama City Marina on the bay peaked at about 3 feet. NWS Tallahassee Isaias report

The same NWS report describes seawall damage along the Bay and Gulf county coasts. When a recent storm is in the history, name the gauge closest to the property in your notes. That gives the next specialist context without implying a cause.

Expect an engineer on most seawall repairs

Your client should know a sealed design is likely. Bay County's dock and seawall packet asks for engineered design specifications for the seawall. Bay County Form B36 Lynn Haven requires drawings with a Florida engineer's raised seal and bases its approval on DEP's permit or exemption. Lynn Haven seawall checklist

Your note starts a longer chain: assessment, design, state review, then the local permit. Clear observations can save the next person a repeat visit. The permit guide lays out the order.
