Repair or replace

Repair or replace your seawall?
Let the evidence decide.

By Panama City Beach SeawallUpdated

Seawall repair or replacement in Panama City Beach comes down to what failed, why it failed and what the permit rules allow at your shoreline. Start with an inspection, then compare written scopes.

Should I repair or replace my seawall?

Repair when the damage is limited and the wall still stands straight. Replace when the wall leans, the anchors have failed or long runs of panels are cracked through. An inspection should tell you which case you have before anyone prices the work.

A few terms help. The cap is the concrete beam along the top, and panels or sheet piles form the face of the seawall or bulkhead. The toe is the bottom edge in the water.

Tiebacks and deadmen are the rods and buried anchors that hold the wall against the soil. Filter fabric lets water through while holding soil back, and weep holes relieve water pressure behind the wall.

What common seawall symptoms usually point to
What you seeWhat it often meansUsual first step
Hairline cracks or a chipped cap
Surface wear that is often repairable
Cap and crack repair after an inspection
A sinkhole or soft spot behind the wall
Soil washing out through a joint, torn filter fabric or a blocked weep hole
Find the leak before filling the hole
The wall leaning toward the water
Anchors, tiebacks or the toe may be failing
A structural assessment by an engineer
Rust stains, exposed steel or spalled concrete
Reinforcing steel corroding inside the concrete
Measure how far it runs along the wall
Soft or split timber in an old wood bulkhead
Rot or marine borers in piles and boards

Start with a seawall assessment. For soil loss, read about sinkholes behind the wall. For surface damage, see cap and panel repair.

Do I need a permit to repair my seawall?

Yes, for structural work. In unincorporated Bay County, any new dock or seawall and any structural change or repair needs a building permit. Bay County permit requirements

The county's Form B36 asks for an engineered seawall design and a site plan showing the work area, equipment, setbacks and easements. It also wants a certified Notice of Commencement, a recorded notice that work is starting, when the job is over $5,000. Bay County Form B36

  • The $7,500 exemption rarely helps. Bay County's building official limits Florida's new exemption to single-family homes outside flood hazard areas, with no structural work, and bars splitting a job into phases to qualify. Bay County HB 803 memo
  • Cities run their own rules. Lynn Haven wants engineered drawings with a Florida engineer's raised seal and bases its approval on DEP's permit or exemption. Lynn Haven seawall checklist

Why repairing in place keeps the state path simpler

Where the rebuilt wall sits matters as much as what it is made of. Florida exempts seawall restoration at the old location, farther inland, or up to 18 inches farther out. Coastal rules under Chapter 161 still apply separately. Florida seawall repair exemption

The state also separates restoring a failing wall from reclaiming lost land. The reason for the work and how much backfill goes behind it both affect eligibility. ERP handbook on restoration

Where the bottom is state-owned submerged land

Mean high water (MHW) is the average high tide line, and it often marks where state-owned bottom begins. Inside aquatic preserves, no new seawall may be built out past that line. Rule 18-20.004(1)(c)

Bay County's 30-foot shoreline setback does not apply where a seawall or bulkhead already exists. Bay County LDR 1904(4) Ask the county how removing a wall would affect that setback before you choose a softer shoreline.

Gulf County and Gulf-front lots play by different rules

Unincorporated Gulf County's comprehensive plan prohibits new vertical seawalls in coastal areas. It exempts bridges, commercial and industrial water-dependent uses and port work, and it encourages native vegetation and riprap instead. Gulf County Coastal Policy 1.4.5

That policy does not say how it treats repair of an existing wall. Ask Gulf County Planning before you design, and compare a living shoreline or riprap option. Riprap is a sloped layer of rock that absorbs wave energy.

On the Gulf beach, the state's permit line is the Coastal Construction Control Line (CCCL). Repair of a seawall is not exempt from its rules. Section 161.053(11)(a), F.S. The July 2026 armoring rule exempts reconstruction, replacement and upgrades from the eligibility test when there is no significant adverse impact. Rule 62B-33.0051, July 2026

Read the Gulf-front armoring guide before pricing any beachfront wall work.

What local failures teach about old walls

Look first where soil can escape, where the toe can scour and where a wall ends. Recent local records show each of these.

  • Soil leaking through: in January 2026, Mexico Beach reported a Water Street seawall that had failed or was not installed correctly, with soil leaking into the canal. Mexico Beach weekly report, January 23, 2026
  • Bayou bulkheads under surge: at Money Bayou in Gulf County, 150 feet of bulkheads took major damage in Hurricane Michael. FDEP Hurricane Michael report
  • Weak ends: Gulf County's Stump Hole boulder mound protected the road in Michael, but 900 feet of road was lost north of it and 300 feet south. FDEP Hurricane Michael report
  • Old walls in big storms: after Hurricane Eloise in 1975, a Corps engineer reported that many bulkheads along the Panama City beaches "were reduced to rubble." USACE paper on Hurricane Eloise

The lesson for a partial repair: the joint between new and old work is a likely weak point. Ask how the repaired section will tie into the wall you keep and into your neighbors' walls.

Planning a partial replacement

Replacing only the worst section can make sense, but it needs a plan for both ends. Bay County bars new development that would add to shoreline erosion on any property. Bay County LDR 1904(2)

Florida has a separate exemption for a private seawall of up to 150 feet that joins existing walls at both ends on a continuous line. Estuary and water-quality conditions still apply. Florida gap exemption

  • Ask where the new section starts and stops, and why there.
  • Ask how the cap, the toe and the filter fabric will join the old wall.
  • Ask whether neighbors should share one permit and one schedule. See building with your neighbors.

Bids on the same plans can differ by several times. A 2026 Bay County vinyl seawall drew 17 priced bids from $174,350 to about $998,000. Bay County bid tabulation, ITB 26-55

Put demolition, drainage, backfill, the cap, dock reconnection and restoration on one worksheet. Then use the budget planner with your written numbers, or plan a full replacement.

Keep a record of what stayed and what changed

Ask for a marked plan at handover. It should show which parts were replaced, which were repaired and which were left in place.

In unincorporated Bay County, dock and seawall permits carry the PRDC prefix in the county's permit search, and repairs use PRRP. Bay County permit search instructions The portal shows documents and inspection results by address or parcel. Bay County public portal

  • Keep the final inspection, the approved drawings and dated photos taken before concealed work was covered.
  • Record the cap elevation in NAVD88, a fixed survey datum. Lynn Haven's seawall checklist requires NAVD elevations on surveys. Lynn Haven seawall checklist
  • File the warranty with the permit number.

Good records help at resale and after the next storm. See selling a waterfront home.

Where your area changes the answer

In some places a new vertical wall is barred or hard to permit, which can make repair the practical choice.
