Mexico Beach seawall and canal bulkhead planning

A Mexico Beach seawall on the canal is allowed with permits, but the 15-foot Canal Shoreline Protection Zone and the 20-foot plant buffer behind it shape the whole yard. On the Gulf side, DEP's coastal line comes first.

Mexico Beach sits at the Gulf County line, where Hurricane Michael made landfall as a category 5 on October 10, 2018. NHC put the surge at 9 to 14 feet above ground, highest here. The canal follows the old path of Salt Creek and runs about 10,000 feet along the city's north side to a jettied inlet. Every city address uses ZIP 32456, which Port St. Joe shares.

Canal, inlet or Gulf front: what a Mexico Beach wall answers to

Mexico Beach has three kinds of shoreline, and each has its own rulebook. Private canal walls go through the city building department, while city slips and the city retaining wall fall under the canal rules. City canal rules Gulf-front work seaward of the coastal construction control line (CCCL) needs a DEP permit in the building packet. EPCI permit checklist

The 15-foot zone and the 20-foot buffer

The land development code sets a Canal Shoreline Protection Zone from the point where emergent water plants can no longer grow to 15 feet inland from the water's edge. No development goes there, but seawalls, bulkheads and docks are allowed once every state and local permit is in hand. LDC sec. 4.03.04(B)

  • Keep natural shoreline plants for 20 feet inland from mean high tide.
  • Clear one access corridor per lot, 15 feet wide or less.
  • Build no more than two 12-foot-wide covered boat slips per single-family lot.
  • The comprehensive plan bars development within 20 feet of the canal bulkhead.

List sources: LDC sec. 4.03.04(B) Comp plan Policy 6.3.2 Design the wall, the patio and the dock together, so the one access corridor lines up with the slip.

The Water Street wall: what failure looks like on this canal

In January 2026, the city reported that a seawall on Water Street "has failed or has not installed correctly," with soil leaking into the canal. The building department sent the owner a stern letter. City weekly report, Jan. 23, 2026

Soil escaping through a wall points to the drainage and filter layer, such as filter fabric (the cloth that holds soil behind the joints) or open joints. Coastal engineering guidance Find the leak before anyone fills the hole. Start with the soil loss guide.

The city's own insurance claim for boat ramp and seawall damage was denied in late 2025, with "erosion and runoff over time" given as the reason. City weekly report, Dec. 5, 2025 NFIP flood policies ordinarily exclude seawalls and bulkheads too, so read the insurance guide. NFIP policy terms

Canal depth, dredging and the jetties

Michael shoaled the inlet, damaged the west jetty and destroyed or badly damaged much of the interior canal bulkheads. The city then dredged about 75,000 cubic yards in 2020 and 79,000 in 2021, against a 2010-2023 average of about 26,700 a year. DEP inlet plan

NOAA's Coast Pilot says the entrance shoals, and it reported 5 feet of depth inside Salt Creek in 2009. Coast Pilot 5 Ask for a recent sounding at your slip before you buy a boat to fit it.

Before you buy on the canal: ask whether the wall was rebuilt after 2018 and passed a final inspection. Then get the permit file from the building department and sound the depth at the slip.

Gulf-front lots and the CCCL

Bay County's CCCL resumes at Tyndall's eastern boundary on Crooked Island and runs to the Gulf County line, which takes in the Mexico Beach shore. Rule 62B-26.024 The state's CCCL repair exemption specifically excludes seawalls, and an armoring application costs $3,000 for the first 100 feet. s. 161.053(11)(a) Rule 62B-33.0085

DEP lists the easternmost 0.9 mile of the county, R132 to R137.8 in Mexico Beach, as critically eroded. A restoration placed about 1.1 million cubic yards of offshore sand and finished in April 2025. Michael's numbers for this town

  • Peak water at the pier sensor: about 15.5 feet NAVD88 (the national survey datum), about 14.7 feet above average higher high water. NHC Michael report
  • Water inside a rental building north of U.S. 98: 11.6 feet above its base. USGS seed line
  • Buildings damaged: 1,584 of 1,692, with 809 destroyed. NHC Michael report
  • Three of Florida's five surge drownings were in or near Mexico Beach. NHC Michael report

No wall height answers that much water. Treat a canal wall as soil retention and raise what sits behind it. FEMA lists no CRS class for Mexico Beach, so there is no community flood discount either. FEMA Community Status Book

West of town, Sandy Creek and Allanton follow county rules. Port St. Joe shares the ZIP but sits in Gulf County; see Port St. Joe. The permit guide covers DEP and Corps steps.

What could the work cost?

Three recent Mexico Beach dock and boathouse permits declared values of $18,000, $50,000 and $60,000 (2025 to 2026). Those are applicant valuations with no scope, not contract prices, and none is a seawall. For a wall, ask bidders to separate demolition, filter fabric, backfill and canal-side access.

No public record found in Bay or Gulf County shows what a private homeowner paid per foot for a seawall. This guide shows real public bids, FEMA worksheets and fee schedules instead, each with its year, place and scope.

Mexico Beach project questions

Can I build a seawall inside the Canal Shoreline Protection Zone?

Yes, once every state and local permit is in hand. The code bars other development in the zone, keeps 20 feet of natural plants and allows one cleared access corridor per lot.
