Void filling, explained

Seawall foam injection.
A fix for voids, not for failing walls.

By Panama City Beach SeawallUpdated

Seawall foam injection in Panama City Beach can fill voids behind a sound wall and slow leaks at joints. It does not straighten a leaning wall or replace failed anchors.

What does seawall foam injection actually do?

Foam injection pumps a liquid polyurethane resin into the soil or cracks behind a seawall. The resin expands and hardens to fill gaps and block water paths.

Engineers draw a clear line between jobs. Federal grouting guidance says epoxies are often used to bond structural cracks, while urethane grouts mainly control water or fill space. USACE grouting manual

Foam fills space. It does not add strength. If the wall is moving, cracked through or losing its anchors, injection alone treats a symptom.

When is foam injection a reasonable fit?

Foam suits a small, defined problem behind a wall that is otherwise in good shape. Use this table to screen the idea before anyone quotes it.

Screening seawall problems for foam injection
SituationFoam a fit?Why
A small dip behind a straight, stable wall
Often
It can fill the void once the leak path is found and closed.
Soil washing out at one or two panel joints
Sometimes
It can seal the joint if water can still drain elsewhere.
The wall leans, or the cap pulls away from the yard
No
That points to anchor or toe problems.
Cracks through the panels with exposed rebar
No
That needs concrete or structural repair.
The toe is undercut after a storm
Not alone
The scour has to be fixed first.

A written seawall assessment should confirm the cause before any injection.

Will foam trap water behind the wall?

It can if the installer seals every opening. A seawall needs a way to release water from behind it while holding the soil back. Coastal drainage guidance

That is why weep holes (small drain openings) and filter fabric (cloth that passes water but holds soil) matter. A plan that fills every gap can raise water pressure on the wall after heavy rain or a surge.

Ignoring soil loss carries its own risk. In January 2026, Mexico Beach reported a Water Street seawall that had failed or was not installed correctly, with soil leaking into the canal. Mexico Beach weekly report, Jan. 2026 Read the soil loss guide before choosing a fix.

Product questions for St. Andrew Bay and Grand Lagoon

Polyurethane products behave differently in water. Federal Reclamation research found differing results among grouts in an underwater canal test, and some formulas floated or clouded the water. Reclamation field study Reclamation placement tests

Local waters raise the stakes. The St. Andrews and St. Joseph Bay aquatic preserves are Outstanding Florida Waters, and DEP’s beach plan notes stricter water quality standards for projects in or near the St. Rule 62-302.700 Andrews preserve. DEP beach management plan

  • Which exact product will you use, and is it rated for salt or brackish water?
  • How will you spot and contain resin that escapes into the water?
  • Will a floating silt curtain be in place during injection?
  • What do you do if resin shows up at a weep hole or in the canal?

Does foam injection need a permit here?

Assume it might, and ask before work starts. Bay County requires a building permit for any structural change or repair to a dock or seawall in unincorporated areas. Bay County permit requirements

The new $7,500 permit exemption rarely helps. Bay County’s building official applies it only to single-family homes outside flood hazard areas, with no structural work. Bay County HB 803 memo

Skipping the permit costs more later. In unincorporated Bay County, a first offense is $100 or double the permit fee, whichever is greater. Bay County penalties Panama City Beach charges double the fee or $100 as well. Panama City Beach fee schedule

Get the answer in writing. Send the permit office the treatment locations, product and method, and ask which permit applies. The permit guide lists each office.

Foam injection compared with other fixes

Many walls need two of these at once. Ask each bidder which problems their proposal leaves unsolved.

How to compare foam proposals

Foam bids are hard to compare because the quantity is a guess until work starts. Ask every bidder to price the same items.

  • Number and spacing of injection points, marked on a plan of the wall.
  • A base quantity of resin, plus a unit price for any extra.
  • Who approves extra material, and up to what limit.
  • Digging, resetting pavers or sod, and cleanup.
  • A written warranty that says what counts as failure.

Manufacturers describe soil-stabilizing grouts for seawalls, but their literature is not independent testing. [1] Budget the whole job in the cost guide.

Questions to ask before you sign a foam contract

  • What defect are you treating, and how did you find it?
  • How will water still drain from behind the wall afterward?
  • Which permit or written exemption covers this job?
  • What is your license number, and does it cover seawall work? Florida now certifies marine specialty contractors for seawalls and bulkheads. Rule 61G4-15.100
  • If the dip comes back, what will you do, and who pays?

Check the license and local registration with the contractor check guide.

Where water drives the voids

Foam fills a void, but the water that made it decides whether it comes back. These areas show why.
