What cap and panel damage usually means
The cap is the concrete beam along the top of a seawall. Panels are the slabs or sheets that form its face. Both often hold steel or connect to anchors, so surface damage can signal deeper trouble.
- Spalling: concrete flaking off, often over rebar that has rusted and swelled.
- Rust stains: brown streaks that show steel inside is corroding.
- Hairline cracks: common shrinkage cracks, worth watching for growth.
- Open joints: gaps between panels where soil can escape.
- Displaced cap: sections tilted, shifted or separated from the face.
How serious is the crack?
| What you see | Likely issue | How soon to act | First step |
|---|---|---|---|
Hairline cracks, no stains | Surface shrinkage | Monitor | Photograph with a ruler each season |
Cracks with rust streaks | Corroding rebar | Within months | Have the steel loss assessed |
Concrete falling off, rebar showing | Advanced spalling | Soon | Engineer review before any patch |
Cap tilting toward the water | Wall or anchor movement | Promptly | |
Gaps opening between panels | Joint failure and soil loss | Promptly |
Measure and date each crack now. Growth between two dated photos is better evidence than any single look.
Do you need a permit to fix your seawall cap?
Usually yes, if the repair is structural. In unincorporated Bay County, a Dock and Seawall permit is required for any structural change or repair. Bay County permits page The new under-$7,500 exemption is not available in flood hazard areas or for structural work. Bay County HB 803 memo
In the City of Panama City, fees follow the city’s valuation of the actual repair, and the value you declare does not automatically control. Panama City 2026 fee schedule
- State review: restoring a seawall at its existing location fits Florida’s restoration exemption, though other rules still apply. Seawall restoration exemption
- Aquatic preserves: restoring a wall at or within one foot of its old location needs no consent-of-use application. Rule 18-20.004(1)(e)7
Confirm the route on the permit guide before work starts.
Gulf-front caps fall under the CCCL
On the Gulf beach, a seawall repair does not get the usual repair exemption. Florida’s CCCL exemption for repairing existing structures specifically excludes seawalls and other rigid shore protection. s. 161.053(11)(a)
The fee is smaller for minor work. DEP lists minor reconstruction of coastal protection structures at $500, against $3,000 for new armoring. Rule 62B-33.0085 DEP’s July 2026 rule also exempts minor and major reconstruction from the eligibility test when there is no significant adverse impact. Rule 62B-33.0051, July 2026
Bay side or Gulf side? Bay County’s CCCL follows the Gulf beaches, not St. Andrew Bay, so a cracked cap on a bayou wall skips this step. Rule 62B-26.024 The Gulf-front armoring guide has the details.
Patios, decks and lifts on top of the cap
Many owners build right up to the cap, which adds load and can complicate a repair. In Panama City Beach’s V and Coastal A zones, a deck or patio below the design flood elevation must be structurally independent of the house. Panama City Beach LDC 3.02.16F A slab thicker than 12 inches, or one on more than minimum fill, also needs a design professional’s flood analysis.
- Ask whether the cap was designed to carry a boat lift, davit or heavy planter.
- Settle who pays if a pool deck or patio must be cut back to reach the cap.
- Check the current flood map. Bay County and all its cities moved to a FIRM effective October 24, 2024. FEMA Community Status Book
Lifts and docks have their own guide: docks and boat lifts.
Cap and panel repair methods compared
| Method | Fits | Limits |
|---|---|---|
Surface patch | Shallow spalls over sound steel | Fails fast if rusting steel is left in place |
Epoxy crack injection | Bonding a structural crack; federal guidance notes epoxies are often used for this USACE grouting manual | Does not stop corrosion or fix movement |
Joint sealing with new filter fabric | Open joints losing soil | Needs digging behind the wall |
Partial cap rebuild | Cracked or spalled cap sections | Must tie into the existing wall and anchors |
Full cap replacement | A cap failing along much of its length | Bigger permit scope; check the anchors first |
New panels or a new wall in front | Broken or missing panels | May really be a replacement project |
Ask each bidder why their method fits your findings. A patch quote on a wall with rust-stained cracks deserves a second opinion.
What public bulkhead cap jobs show about scope
Cap work rarely stands alone. In 2026 the Port of Panama City widened its West Terminal bulkhead repairs to include more concrete cap work and bollard repairs (bollards are the posts ships tie up to). The budget was $2.4 million, with a separate design fee of $63,430. Port Authority agenda, June 2026
The items along the wall add up too. At St. Andrews Marina, 2026 pricing listed about $335,000 for railing and about $158,000 for curbing along the 2,644-foot bulkhead. St. Andrews Marina pricing table
Price the edges, not just the concrete. Ask each bidder to list railings, pavers, steps and dock connections as separate lines. These public jobs are industrial and marina scale, so use the cost guide for a home budget.
Questions to ask before you sign a cap repair contract
- Is the steel inside the cap still sound, and how did you check?
- Will you remove all loose and salt-contaminated concrete, or patch over it?
- What is causing the cracks, and does this repair address that cause?
- Which permit covers this work, and who pulls it?
- Is your license number on the proposal? Florida requires it on every bid and contract. s. 489.119(5)(b)
- What does the warranty cover if the cracks return?
Not sure the cap is the real problem? Start with a seawall assessment.
