Condo Seawall Repair in Panama City Beach: SIRS & Reserves
Fit the seawall into the condo's legal calendar: the structural reserve study, the budget vote and the notices owners must receive.
Does the seawall belong in the SIRS?
It can. Florida requires a structural integrity reserve study (SIRS) at least every 10 years for buildings three habitable stories or higher. Beyond the listed building systems, it covers any other item over the cost threshold whose failure would harm those systems. The 2026 threshold is $25,675. s. 718.112(2)(g), F.S.
The deadline is firm: no SIRS may be completed after December 31, 2026. A SIRS is also a separate requirement from a milestone inspection. DBPR SIRS guidance
Ask the reserve professional to state in writing whether the seawall or bulkhead was included, and why. A separate seawall assessment can fill the gap.
Can owners vote to skip seawall reserves?
Not if the wall is a SIRS item. For budgets adopted on or after December 31, 2024, associations that must have a SIRS cannot waive reserves for SIRS items or vote to spend that money on something else. s. 718.112(2)(f), F.S.
If the wall needs money now, plan the notice. A meeting on a nonemergency special assessment needs at least 14 days' notice stating the cost and purpose. Contracts over 5% of the total annual budget need competitive bids, though engineering services are exempt. Ch. 718, F.S. process rules
How do we keep residents informed during the work?
Draw the route from the delivery point to the wall, including pools, parking and walkways. Then post what owners are entitled to see. Associations with 25 or more units must post inspection reports, the latest SIRS, permits for planned work and the list of bids on their website. s. 718.111(12)(g), F.S.
Explain how insurance fits. An HO-6 unit policy must carry at least $2,000 of loss-assessment coverage, but only for perils it covers. The state's own example: a seawall damaged by rising water is not covered when the HO-6 excludes flood. DFS homeowners toolkit The seawall insurance guide covers the rest.
Keep the next review in view.
Ask about a maintenance plan to keep records up to date and arrange a sensible schedule for future checks.
Common questions
Does the milestone inspection cover the seawall?
Do not assume it. Ask the engineer which waterfront parts were examined and which were outside the report.
Who can perform the SIRS?
A Florida-licensed engineer or architect, or a certified reserve specialist or professional reserve analyst. s. 718.112(2)(g), F.S.
Can the firm that did the SIRS bid on the repair?
A study provider who intends to bid on the resulting repairs must disclose that in writing, or the contract is voidable. s. 718.112(2)(g), F.S.
Will the association's flood policy pay for the wall?
The NFIP condominium association policy excludes seawalls, retaining walls, bulkheads and docks. NFIP condominium policy
Can residents stay during construction?
Usually, with planned restrictions. Get a written access plan for each phase before announcing dates.
What should the next board receive?
Plans, permits, inspections, warranties and open items, with a named person responsible for each one.
New condos must report on the seawall at turnover
At turnover, Florida requires the developer to deliver a sealed turnover inspection report covering listed property, including seawalls. Afterward, the association must perform the maintenance that report identifies until it gets new protocols from a licensed engineer, architect or certified reserve professional. ss. 718.301 and 718.113, F.S.
Conversions have a similar rule. The developer must disclose the condition of seawalls, pilings and docks, with age and remaining useful life backed by a sealed report. Boards of newer buildings should pull these reports before weighing repair or replacement.
Gulf-front condo walls follow coastal rules
A seawall on the beach side falls under DEP's coastal construction control line (CCCL) program. The CCCL exemption for repairing existing structures specifically excludes seawalls. s. 161.053(11)(a), F.S. The CCCL application fee for armoring is $3,000 for up to 100 feet, plus $500 for each additional 50 feet. Rule 62B-33.0085, F.A.C.
Along Panama City Beach, the beach itself is the main defense. FDEP found the federal shore protection project adequately protected beachfront development in Hurricane Michael. Opal, in 1995 before the project, damaged 471 buildings and numerous seawalls. FDEP Michael report
Read the Gulf-front armoring guide before the board commits to a wall design.

Discuss a condo shoreline project
Record the affected shoreline and the decision you need to make. Use the notes when discussing scope with the appropriate professional.
